This photo was taken at the Old State Capitol Building in Springfield. President Richard Nixon is signing a bill H.R. 9798 authorizing the Abraham Lincoln Home National Historic Site. Congressman Paul Findley, of the 20th Congressional District of Illinois, is to Nixon's left in the photo. Findley was one of the men responsible for getting the legislation through and had been advocating for this since 1955. He served from 1960 to 1982.
